News Items
Gabagaba - Kwikila
The section of the Magi Highway between Gabagaba and Kwikila both in
Central Province is being upgraded and sealed. So far workmen have been
able to seal about 6 and half kilometres of the road. The Magi highway
connects the South East coastal section of Central Province to Port
Moresby. Many people commute daily to Port Moresby for work and selling
items at the city markets.
Compensation 1
Contrary to popular belief not all highlanders want compensation. Recently
a tribe in the Western Highlands Province rejected a compensation offer
for a tribesman hacked to death by a rival clansman rather they have
requested that the person suspected of murdering the deceased be handed
over to the police. They have said that this will help maintain law
and order in the region.
Compensation 2
A judge has warned that the application of customary compensation should
not be used to allow a guilty person to escape judicial punishment.
According to Justice Panuel Mogish the use of customary compensation
to allow a person to escape punishment is tantamount to attempting to
pervert the course of justice. (A crime under section 136 of the Criminal
Code Act). The judge also said that paying compensation does not automatically
guarantee the accused the right to a non-custodial sentence.
Workers Mutual
The Bank of PNG expects to appoint a liquidator to take over the affairs
of the Workers Mutual Insurance (PNG) Limited very soon. The Bank is
waiting on a court decision before proceeding. It is claimed that initial
investigations revealed that the company is grossly insolvent because
of a systematic misappropriation over several years. It is also claimed
that a former senior manager of the company has sent money overseas
to a private company.
DNA Tracking
Professor John Reeder in charge of the Institute of Medical Research
(IMR) based in the Eastern Highlands, has said that DNA finger printing
is being used to help track one of PNG's major killers -- the HIV Virus.
Preliminary findings of the nation-wide mapping of the HIV virus spearheaded
by the IMR show that where the use of condoms has been resisted, either
for religious, cultural or some other reason, there is an increase in
the rate of infections. Professor Reeder said more of the findings of
actually tracing and tracking the HIV virus based on its DNA may be
revealed at the PNG Medical Symposium to be held in Goroka in early
September.
Leadership
A politician is trying to have the law that dismisses office holders
if they are found guilty of misconduct in office changed so that it
excludes politicians. The Lagaip-Porgera MP has proposed amendments
to Section 27 of the organic law on Duties and Responsibilities of Leadership.
The amendment would require the vote of a two-third majority of MP's
on the floor of Parliament to become law. Other constitutional office
holders would still be sacked if found guilty of misconduct in office.
Alarm bells should be ringing but this has been given very little attention.
2007 Elections
It looks like that Sir Michael Somare may be on the way to achieving
something that has not happened before and that is running for a full
term as an elected Prime Minister. Previous Prime Ministers including
Sir Michael have had to contend with votes of no confidence motions
on the floor of Parliament that have sometimes been successful in ousting
the prime office holder. Work is underway by the Electoral Commission
to stage the 2007 Elections. They are looking at the 2002 elections
to see what problems were encountered and how they can be solved. The
elections will be the first full election that uses a limited preferential
voting system rather than the "first past the post" system
used in previous elections. The limited preferential voting system,
only introduced since the 2003 elections, has only been used in by-elections
to date in PNG.
Eastern Highlands
It has been reported that a child possibly as young as 12 has been
seen armed and fighting in a tribal fight between the Fomu and Aifos
tribes in the Kainantu region of the Eastern Highlands province. According
to an American Missionary in the area the young boy has been seen with
an American-made pistol in his possession. The missionary said that
there were about 700 high-powered weapons being used in the tribal fight.
Languages of PNG
PNG has three national or official languages -- they are Hiri Motu,
Tok Pisin and English. Overall in the whole of PNG the number
of languages listed equals 832. Of those, 823 are living languages and
nine are considered to have become extinct in the last fifty years as
some groups are absorbed into others and more influence is exerted by
tok pisin speakers to make it a truly national language for the country.
Bill Gates
What has the main shareholder of the Microsoft giant got to do with
PNG? The Bill and Melinda Gates Foundation has awarded the largest scientific
grant in the history of PNG to the Goroka based Institute of Medical
Research. The Gates Foundation has committed $US2.58 million to enable
the Institute to asses the potential of a new malaria treatment for
the children of PNG. The new treatment includes the ongoing distribution
of insecticide-impregnated mosquito nets and the intermittent treatment
of children with common anti-malarial drugs even if no symptoms are
showing. Although the distribution of nets is already happening in PNG
the use of common anti-malarial drugs has not been tried in PNG although
it is proving to be effective in Africa.
Operation Open Heart
Volunteer Doctors and Nurses from Australia have been farewelled at
a function held at the Grand Palace Restaurant Port Moresby in their
honour. Since the inception of Operation Open Heart over 400 PNG people
have benefited from the volunteer program. The program this year involved
60 doctors and support staff, 44 of who came from Australia donating
their labour free of charge.
Tari Online
The people of Tari in the Southern Highlands can now use their Electronic
Funds Transfer at Point Of Sale (EFTPOS) cards in Tari rather than having
to travel to Mt Hagen and back. The Bank South Pacific has installed
EFDTPOS machines at a service station operated by a local businessman.
Melanesian Spearhead Group
The Melanesian Spearhead Group (MSG) meeting in Goroka has come to
an end. The MSG is keen on establishing a regional security force. They
also agreed on a regional air services agreement and a revised trade
agreement. The MSG covered a wide range of issues ranging from political
to security, trade and economic matters as well as social concerns.
Alotau
A beautification program has been introduced in Alotau to ready the
town for the 30th anniversary of Independence. Prizes are being donated
by Conservation International to help encourage residences and businesses
to tidy up the town. Winners of the various categories for best residential,
school and business will win prizes such as gardening equipment, a live
pig and educational materials.
Girls Friendly Society
What is the Girls Friendly Society? GFS or the Girls Friendly Society
is a large worldwide organisation within the Anglican church which works
mainly with young women, teaching them life skills, empowering them
for leadership roles both within the church and community and encouraging
them in their faith in Christ.
